All Fire Emblem Costumes are only equippable by characters of the respective gender. Additionally, these costumes are only equippable by Lords and Royalties like Ivy, Alcryst, Diamant, Alfred, and so forth together with Alear (Alear's equippable costume depends on your chosen Alear's gender).
There are currently 12 Outfits that you can obtain in the outfit shop by purchasing them with Fashion Tickets. However, in total, you can get up to a maximum of 13 Fashion Tickets. This leaves room for speculation of a new obtainable outfit with some chances of it releasing from the next waves of DLC!
