Camilla dwells within an Emblem Bracelet that comes as part of Wave 2 of the Expansion Pass DLC. Upon purchasing and downloading the Expansion Pass, complete the Divine Paralogue of the Doting Sister. After clearing the map, you will receive the Emblem Bracelet containing Camilla.

if you cant figure out the DLC emblems are over-powered then you dont need to worry about if theyre good on Maddening since you shouldnt be playing Maddening in the first place since something is wrong with your judgement. Camilla, Hector, Soren and Tiki are all pretty broken Edelgard has her moments as well with Houses Unite+ and good skill inherits.
