List of Contents

The above units were used and evaluated on Normal and Hard difficulty. As such, rankings and evaluations will not line up when playing on Maddening difficulty.

With Emblems and reclassing, you can build any character to become strong. However, resources are limited for most of the main story. High tier units are just easier to use and build than others.
Lower tiered characters will need extra stats through skills, weapon proficiencies, EXP, and engraving to truly shine. Use items that permanently increase stats, early Master Seals, and Emblem skills to build whoever you want!

The Fell Xenologue can be completed anytime after Chapter 6. Since they are chapters with predetermined items, levels, and classes, you could complete it early and receive the DLC units—who are all an Internal Level (IL) of 20.
However, we do not recommend finishing it right away since it will affect the difficulty of the Divine Paralogues and the skirmishes. Complete it when you reach Chapter 15 or 16, since your strongest units will be around IL 20.
For this tier list, their ranks are considered as if they were recruited by that time. However, since the DLC Units are optional and paywalled, they will not be compared with the units from the base game.
How to Unlock the Fell Xenologue

Since not all players will have DLC and they can gained at any point of the game, we will not consider DLC Emblems for this tier list.
As a general tip, the DLC Emblems—like Soren for Mages and Camilla for Support Units—will greatly buff the capabilities, growth, and impact of early and mid game units.
After Chapter 6, you will gain Emblem Edelgard and unlock Emblem Tiki's Divine Paralogue. They have skills that increase the EXP a unit gains, with Edelgard's being inheritable. This will let you grow better units in the early game.
