The Lookout Ridge event begins after clearing Chapter 6 when you get a prompt saying, "Something has been found at Lookout Ridge."

Fix Lookout Ridge Event by Resting

Fire Emblem Engage - Fix Lookout Event by Resting

If you don't get this prompt immediately after returning to the Somniel, go to bed in Your Room then sleep. After waking up, exit the room, and the Lookout Ridge event should trigger. Additionally, you could also try to fast travel around the Somniel. Also, make sure you own the Expansion Pass as this event only triggers if the DLC is purchased.
