Fire Emblem Engage Break Status

A unit inflicted with the Break status is unable to counterattack until after their next attack turn. You have a chance to inflict the Break status upon enemy units by landing an attack with a weapon that has an advantage over the enemy unit's weapon.

In order to maximize your chances of breaking enemy units, it's best to select a unit that has a weapon advantage over the enemy unit. On the battlefield, the enemy unit's weapon is indicated in an icon above their character prior to battle, so strategically choose your unit based off that.
