The Lookout Ridge event only begins after Chapter 6 when you get a prompt saying, "Something has been found at Lookout Ridge."
If you don't get this prompt immediately after returning to the Somniel, go to bed in Your Room then sleep. After waking up, exit the room, and the Lookout Ridge event should trigger. Additionally, you could also try fast travelling around the Somniel.
The Silver Card is not immediately given to you like the other DLC items. Instead, you have to pick it up at the Dragon Temple map of Divine Paralogue: The Ancestor, after obtaining Emblem Edelgard.
If you already completed the Divine Paralogue without picking up the Silver Card, then you'll have to either reroll skirmishes or wait until a skirmish appears at the Divine Paralogues in order to access the map and the Silver Card location again.
Accessories are also not immediately given to you like the other DLC items. You'll have to interact with the Boutique at the Somniel to obtain the DLC accessories. You unlock access to the Boutique after clearing Chapter 5.
