Description I was told by one of the townspeople in Cheydinhal that the guards have been imposing heavy and unfair fines lately. This seemed to begin every since the new Captain of the Guard, Ulrich Leland, took office. I was referred to Llevana Nedaren, who lives in the south end of town, as she is the most vocal about her dislike of the new commander.

Corruption and Conscience is located in Cheydinhal. You can learn more about the corruption of the guards from speaking with residents in Cheydinhal, and then speak to Llevana Nedaren to start the quest.

Speak with Llevana Nedaren

After hearing rumors about the guards' corruption, you'll need to speak with Llevana Nedarene to learn more and start the quest.

You can find her roaming around Cheydinhal in the morning or in her home in the evening. She'll ask you to head to the Cheydinhal Castle to speak with Garrus Darelliun.

Speak with Garrus Darelliun

Head to Cheydinhal Castle and speak with Garrus Darelliun and ask him about Ulrich Leland. Garrus will only speak to you about Ulrich if you have a high enough disposition with him.

You can bribe Garrus to increase his disposition and he'll tell ask you to bring Aldos Othran as a witness to Ulrich's crimes so that he can bring the case before Count Andel Indarys.

Speak with Aldos Othran

Look for Aldos Othran who you may find sleeping on a bedroll outside near Riverview. Ask him about Ulrich and he'll go on a drunken tirade about the Guard Captain's corruption.

Aldos will then start marching towards his home where he'll confront one of the guards and will eventually get arrested. Unfortunately, Aldos will fight back and he'll get killed by one of the guards.

Speak with Llevana Nedaren

Speak to Llevana Nedaren to deliver the bad news. Horrfied, she says Ulrich needs to be dealt with and asks you to deliver a message to him and that she'll deal with him once and for all.

If you speak to Garrus, he'll caution you to reconsider Llevana's plan and at this point, you'll have the option to either help Llevana or steal a note from Ulrich's quarters to use as evidence against him.

Options Outcomes
Bring Ulrich to Llevana Llevana kills Ulrich but gets sent to prison for her crime.
Bring the Evidence to Garrus Ulirch gets imprisoned for his crimes. Llevana will not like the decision, but is thankful regardless.

Option 1: Bring Ulrich to Llevana

If you decide to go with Llevana's plan, speak with Ulrich Leland and lead him to Llevana's home. You can find him patrolling Cheydinhal during the day.

Once you arrive, a short argument erupts between two. Llevana will cast a paralysis spell on Ulrich and summon two Tunnel Rats to kill him.

Report to Garrus to Complete the Quest

Report to Garrus and he'll ask you to speak with him at Cheydinhal Bridge Inn in 2 hours after he reports Llevana's hand at Ulrich's death to the Count.

Wait for 2 hours and then speak to Garrus at the Inn. He'll reveal that Llevana will have a reduced jail sentence and that he's been promoted to Captain of the Guard. He'll then reward you with a leveled amount of gold, ending the quest.

Option 2: Bring the Evidence to Garrus

If you decide to go with Garrus' suggestion, you'll need to break into Ulrich's room in the Guard Barracks and steal the Suspicious Letter on top of a dresser and give it to Garrus.

Report to Garrus to Complete the Quest

He'll present this evidence to the Count and ask you to speak with him at Cheydinhal Bridge Inn. Wait for 2 hours and then speak to Garrus who will reveal that Ulrich has been permanently jailed and that he'ls been promoted to Captain of the Guard. He'll then reward you with a leveled amount of gold, ending the quest.

Regardless of your choice, Garrus will reward you with a leveled amount of gold for completing the quest.
