A Rat Problem is located in Anvil's Fighters Guild. Talk to Azzan to start the quest.

Talk with Azzan
Head to Anvil's Fighter Guild and talk to him to start the quest. He lets you know that Arvena Thelas has had a rat problem in her house and for you to go deal with it.
Head to Arvena's House
Arvena's house is found west, by the north gate. Talk to her and she'll let you know that there's some rats in her basement that needs to be taken care of.
Kill the Culprit
Once in her basement, you will see a starving mountain lion among rats. Kill the lion before it can kill the rats. Report this to Arvena afterwards that it was a mountain lion and she'll ask you to look for Pinarus Inventius to help investigate.
Find Pinarus Inventius
Pinarus' house is located across the road from Arvena's house. Talk to him about the mountain lions and both of you will investigate a pack of mountain lions outside Anvil.
Kill All Mountain Lions
Once you find the pack outside the city, help Pinarus get rid of the lions. Head back to Arvena afterwards.
Talk to Arvena Again
Once you're back, Arvena tells you that there's another lion in the basement. Kill the lion and head back to her once again. She'll claim that her neighbour, Quill-Weave, is behind these mountain lions and she'll ask you to investigate and follow her.
Follow Quill-Weave
Talking to Quill-Weave at any point now will make her deny involvement in this case. You will need to catch her in the act, she will start her act around 8:00pm and she'll drop a piece of meat beside a hole in Arvena's house. If you Sneak skill is high enough, you'll receive a journal entry for this and you can confront her about it.
Decide Whether to Rat or Not
At this point, you can decide whether or not to rat Quill-Weave out to Arvena. Depending on what you do, you will receive a skill level in either Acrobatics or Speechcraft.

A Rat Problem Rewards
Gold From Arvena
You will receive gold depending on your level from Arvena directly after the quest. This will depend on your player level upon completion.
Skill Level Boost
Depending on your choice at the end, you can receive a skill boost level on either Acrobatics or Speechcraft.
Promotion to Apprentice
If this is your first Fighters Guild quest completed, talk to Azzan to receive a promotion to Apprentice.
