The legendary chest is Located inside the building in the highest area of the fort. One guard is watching the chest. Hold L2/LT to observe and legendary chests will appear as a white dot.
Here, you'll loot the Swift Shinobi Robes and Greatly Improved Air Assassinate Engraving.

No Fort Key or Resources
Hijiyama Fort does not have a Kura key or a storage area with supplies that you can smuggle. This fort only has the Legendary chest as well as some smaller chests scattered throughout the area.
