An Unexpected Voyage is located in Waterfront District. Speak to Ormil to rent a room on The Bloated Float Inn and sleep in the rented room to start the quest.

Speak with Lynch

Make your way out of the room and speak to the bandit named Lynch. You'll need to reply to each bandit's questions carefully to learn why the The Bloated Float Inn was unexpectedly put to sea before you kill them.
Once you learn everything from Lynch, end the conversation with I'm not going to say and he'll attack you. Kill him and loot the storage room key from his corpse.
Open the Storage Room and Free Graman gro-Marad
Use the key you got from Lynch to open the nearby storage room and free Graman gro-Marad. Speak to him and he'll ask you to defeat the bandits so that he can steer the ship back to the docks.
Speak with Minx

Head up stairs to the main deck and speak to Minx. Give her the correct responses and she'll reveal that their leader, Selene, is holding Ormil hostage.
Once you learn everything from Minx, end the conversation with He's dead and she'll attack you. Kill her and loot the Top Deck Key from her corpse.
Speak with Wrath

Use the key to head up to the ship's top deck and speak with the bandit Wrath. Giving him the correct responses will reveal that the bandits are looking to recover the Golden Galleon and that they have a safe house in Bravil.
Once you learn everything from Wrath, end the conversation with Lynch and Minx are dead. He'll be pleased to know that he doesn't have to split the heist with two other people and decide to attack you to get more. Kill him and loot the Ormil's Cabin Key from his corpse.
Speak with Selene

Head inside the captain's cabin and confromt Selene. While it's possible to simply force her to release Ormil and kill her, you can use all the information you gleaned from the other bandits to convince her to surrender with the correct responses.
Once you reply to all of her questions correctly, end the conversation with I've killed all of them and Selene will surrender to you and give you her Blackwater Blade.
Speak to Ormil, choose the Selene dialogue option, and he'll ask you to lock up Selene in a room on the inn deck. Make your way back to the lower deck and bring Selene to the Private Room.
Speak to Ormil
Make your way back to Ormil and he'll reveal that he actually invented the Golden Galleon story to drive business to The Bloated Float. Unfortuantely, the Blackwater Brigands heard of this and stole his ship to look for the treasure.
Once you're done speaking with Ormil, return to your room in the Lower Deck and rest and you'll wake up back at the Imperial City docks. Speak to Ormil again and he'll reward you with leveled gold, which also ends the quest.
An Unexpected Voyage Rewards
Blackwater Blade
You'll receive the Blackwater Blade from Selene if you manage to make her surrender. You can still get the blade if you didn't provide the correct responses by looting her corpse when she attacks you.
Blackwater Blade Location, ID, and Stats
Leveled Amount of Gold
Ormil will also reward you with a leveled amount of gold as a reward at the end of the quest.
