The Sinweaver can be looted from Azani Blackheart during the quest for the Fighters Guild. Join the fighters guild and in their faction quest line You'll be tasked to hunt down Azani Blackheart.
Defeat Azani Blackheart
After you defeat Azani Blackheart, you can loot Sinweaver. Note that the blade will usually be beside his corpse and not in his inventory.
