Endmin also performs well in shatter teams tho
Meanwhile for Laevatain team, you'll want her to do normal attack more. Her dmg output is very sustainable if you can make a reasonable amount of heat infliction to unlock her special battle skill. For lesser enemies this is fine as she can keep doing normal attack, but for bosses they're constantly moving, making it harder for you to unlock her special battle skill and not very much faster than building a full vul stack for the Endmin. And it's dmg is nowhere near Endmin's battle skill.
I don't see how the Endmin is only tier A. I managed to get Laevatain and her sig, plus I bought the Endmin their sig as well. Both of my team had reached lv70, lv70 weapons and lv70 gear as well. Yet, I still feel Endmin Lifeng physical team is still absolutely busted. With the correct rotation, the Endmin's battle skill can deal the average of 70k of dmg and their ulti is 120k dmg.
