Boots is an item that your units can consume to help them get stronger and survive longer in battles. Like Boots, other consumable items provide healing and other stat boosts to help your team win the fight.
You can get a pair of Boots in Chapter 14 by opening the left chest in the right treasure room.
Chapter 14: The Battle for Solm Walkthrough
In order to obtain another pair of Boots, you must defeat past Alear in Chapter 24. Once past Alear is defeated, they will drop this item.
Chapter 24: Recollections Walkthrough
Boots can sometimes be obtained by defeating enemy units with a green item icon in battles and skirmishes. When defeated, these units drop valuable items so always be on the lookout for them.

Can confirm, also have not come across any boots in skirmishes. Haven't seen them rewarded in Relay Trials, either. Also have... more hours than I care to admit in the post game. lol

have you ever considered how rare it is, in all honesty though I haven't found one either so it must be incredibly rare, and honestly it'd be easier to find a shiny pokemon than get boots in skirmishes, there's no way they would not make boots accessible in only two locations
