You can obtain a Peshkatz by defeating a corrupted Wolf Knight in Chapter 20. The enemy unit is located in the hidden area below Griss's starting area. The corrupted Wolf Knight will drop the item once defeated.
Chapter 20: The Kingless Castle Walkthrough
Peshkatz can be bought from the Armory at the Somniel for 4,000G from Chapter 21 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.
