After the events in Chapter 13, Timerra will open a Flea Market in the Somniel where she will sell gifts and materials for weapon upgrades.

The gift Playing Cards can be obtained this way but you need to check the shop every now and then since the items Timerra sells rotate after every chapter or skirmish you finish.
