The Fugitives quest is located in Cheydinhal. Speak with Burz gro-Khash to start the quest.

Speak with Burz gro-Khash in Cheydinhal
Speak with Burz gro-Khash in Cheydinhal and choose the Contract dialogue option to add the quest on your Quest Log.
Gather Information from the Locals in Bravil

Travel to Bravil and ask the guards and locals for information on the fugitives. Choose the Fugitives dialogue option if it is available. You may need to persuade them in case they do not want to reveal the location of the fugitives.
Find the Fugitives in Bloodmayne Cave

Find the Bloodmayne Cave west of Bravil. Follow the green quest marker to reach the entrance of the cave.
Enter the cave and use the quest markers to locate and kill the four fugitives. The first two fugitives, Ashanta and Hlofgar, are located in the cave's first area while Dreet-Lai and Enrion are in the second area.
Return to Burz gro-Khash
Return to Burz gro-Khash in Cheydinhal to complete the quest.

The following quests will be available depending on your progress with the Fighters Guild:
- The Wandering Scholar will be available from Azzan in Anvil upon completing this quest.
- Trolls of Forsaken Mine will be available upon completing this quest and The Wandering Scholar.
