Complete the Azura's Daedric Quest

Oblivion - Azura

You can obtain the Azura's Star as a quest reward by completing the Azura's Daedric quest. In order to speak to the Azura Shrine, you must offer a Glow Dust between 5 to 7 AM or 5 to 7 PM (Dusk or Dawn) and Azura will instruct you to eliminate 5 enemies on this quest.

The Azura Daedric Quest is located at Azura's Shrine, northeast of the map, north of Cheydinhal.

Open the Console to Input Commands

Press either the tilde (~) or the slash (/) key on your keyboard while in the game in order to open the console window.

You can then type in the console command, using the ID for Azura's Star as well as the number of this item you want to obtain, and press enter. It should then be added into your inventory.
