Locked Chest in the Imperial City Arena District
The Bands of Kwang Lao are found in a Very Hard locked chest in the Imperial City Arena District, located on the east side of the city. The chest is near where Branwen and Saliith spar daily, on the southern side of the Arena District.
Method 1: Unlock the Very Hard Lockpick
You can lockpick the Very Hard lock, but make sure to have a high Sneak Skill or invisibility, and attempt it at night to avoid being caught. There is a stationed guard by the door south of the chest.

Method 2: Take to Key From Branwen
Alternatively, you can obtain the chest key from Branwen by either pickpocketing her (ideally when she is asleep) or by killing her and looting it from her body.
Note: killing Branwen will prevent you from earning the free +5 Hand-to-hand skill points granted for watching her and Saliith spar for a few minutes.
