Elixir is an item that your units can consume to help them get stronger and survive longer in battles. Like Elixir, other consumable items provide healing and other stat boosts to help your team win the fight.
Get an Elixir during the exploration phase in Chapter 12 after you've cleared the battle.
Chapter 12: The Sentinels Walkthrough
You can obtain an Elixir by defeating a corrupted in Chapter 19. The corrupted ambushes you from the southern house.
Chapter 19: The Dead Town Walkthrough
An Elixir can be obtained by defeating the corrupted unit located on the central left side of the map in Chapter 22. After defeating the enemy, they will drop the item.
Chapter 22: The Fell and the Divine Walkthrough
Elixir can be bought from the Item Shop at the Somniel for 800G from Chapter 15 onwards.

Elixir can sometimes be obtained by defeating enemy units with a green item icon in battles and skirmishes. When defeated, these units drop valuable items so always be on the lookout for them.
There's a chance that this item can be obtained by exploring the battlefield after a battle. Be on the lookout for sparkling areas on the ground and examine them to get useful items!

I'm at chapter 17 and there's no Elixir for sale yet where Timerra sells goods. I'm not sure if this has anything to do with acquiring Anna or not, as I was unable to save her in her paralogue, unfortunately.
