You can get a Rescue by visiting the house on the south eastern most side of the map during the battle in Chapter 13.

You can obtain a Rescue in Chapter 20 from the right chest on the top left side of the map.
Chapter 20: The Kingless Castle Walkthrough
Rescue can be bought from the Item Shop at the Somniel for 2,000G from Chapter 18 onwards. The stronger the staff you want to buy, the more expensive it is so make sure you always have enough money.

This weapon can sometimes be obtained by defeating enemy units with a green item icon in battles and skirmishes. When defeated, these units drop valuable items so always be on the lookout for them.
