You can obtain a Bolganone in Chapter 17 by defeating Griss. The enemy unit will drop the item once defeated.
Chapter 17: Serenity in Ruin Walkthrough
You can get another Bolganone for free after leveling up Elusia to Lvl 3 via the bulletin board in Cafe Terrace. You'll need a total of 10,000G worth of donations to do this, so make sure to stock up on gold!
Aside from Bolganone, there are plenty of other rewards thay you can get when you donate money to the 4 Kingdoms of Elyos.
Bolganone can be bought from the Armory at the Somniel for 4,000G from Chapter 18 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.
