You can obtain an Excalibur in Chapter 20 by defeating Griss. The enemy unit will drop the item once defeated.
Chapter 20: The Kingless Castle Walkthrough
Excalibur can be bought from the Armory at the Somniel for 4,000G from Chapter 21 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.
