You can get an Elwind in Chapter13 by defeating the mage near the enemy twins' location.

Elwind can be bought from the Armory at the Somniel for 2,000G from Chapter 15 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.

This weapon can sometimes be obtained by defeating enemy units with a green item icon in battles and skirmishes. When defeated, these units drop valuable items so always be on the lookout for them.
