You can obtain one Wind by defeating the mage on the center-east side of the map during the battle in Chapter 8. The enemy unit automatically drops the weapon once they've been defeated.
Chapter 8: The Kingdom of Might Walkthrough

Wind can be bought from the Armory at the Somniel for 1,000G from Chapter 9 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.

This weapon can sometimes be obtained by defeating enemy units with a green item icon in battles and skirmishes. When defeated, these units drop valuable items so always be on the lookout for them.
