You can get an Obstruct by opening the right chest on the northwest corner of the map during the battle in Chapter 5. There are a number of enemy units surrounding the chest so try to take them down first.
If the thief got to the chest first, chase it and take it down to get the staff back.
Chapter 5: Retaking the Castle Walkthrough
Obtain an Obstruct during the Exploration Phase in Chapter 12 after you've cleared the battle.
Chapter 12: The Sentinels Walkthrough
Obstruct can be bought from the Item Shop at the Somniel for 500G from Chapter 9 onwards. The stronger the staff you want to buy, the more expensive it is so make sure you always have enough money.

This weapon can sometimes be obtained by defeating enemy units with a green item icon in battles and skirmishes. When defeated, these units drop valuable items so always be on the lookout for them.
