You can obtain a Steel Axe by defeating Rosado during the battle in Chapter 7.
Chapter 7: Dark Emblem Walkthrough
Steel Axe can be bought from the Armory at the Somniel for 2,000G from Chapter 9 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.
