Information at a Price is located at the Arcane University, in the Imperial City. Speak with Hannibal Travern to start the quest.

Talk to Hannibal Traven
Talk to Hannibal Traven and he will ask you to retrieve some information from Count Hassildor of Skingrad.
Talk to Hal-Liurz and Count Hassildor
Head to Castle Skingrad and talk to Hal-Liurz. She will return with Count Hassildor shortly.
Talk to him and he will let you know that he will give you the information after you solve his problem relating to vampires residing near Bloodcrust Cavern as well as the vampire hunters lead by a Wood Elf named Eridor around Skingrad.
He wishes both parties to be dealt with for you to earn his trust.
Decide Who to Help
You will have a few options to choose from to deal with the Count's problem.
You can help the hunters kill all the vampires, you can kill the vampires yourself and convince the hunters to leave, or kill both parties yourself.

Note: If Eridor is dead, you will need to kill the remaining hunters. |

Bloodcrust Cavern Location
Bloodcrust Cavern is located to the southeast of Skingrad. Exit Skingrad through the East Gate and follow the road until you are able to scale the small hill to see a cavern with a light.
Talk to Hassildor
After dispatching both groups, talk to Hassildor for the information he has. He lets you know that Mannimarco, the leader of the necromancers, has returned and that the Mages Guild is in great danger.
Report to Traven
Report back to Traven at the Arcane University about Hassildor's information to complete the quest.
