| Description | I've met a Nord named Tolgan. Apparently, he's the herald of Countess Narina Carvain from here in Bruma. He presented me with a stipend of gold, and a request from Lady Carvain to meet her at the castle. Not wanting to offend the Countess, I should accept the request, and make my way there when she holds court. |
Lifting the Vale is located in Bruma. After hearing rumors about Akaviri artifacts, speak to Tolgan to start the quest.

Tolgan will direct you to speak with Countess Narina Carvain. Make your way to Bruma Castle and speak to the countess who will ask you to retrieve the Draconian Madstone.
Ask her about the diary she mentions and she'll give you a map for Dragonclaw Rock, one of the landmarks you'll need to look out for to reach the Pale Pass.

Follow your quest marker until you reach Dragonclaw Rock. You'll get a notification saying that you've reached your destination and you'll need to consult the messenger's diary to find the next landmark.
Head west from Dragonclaw Rock until you reach a large statue of a knight holding a sword. This is The Sentinel and you'll get another notification to check the messenger's diary again for the next landmark.

Head north from The Sentinel Statue until you reach Serpent's Trail which is an underground passage leading to the Pale Pass.
Serpent's Trail is pretty linear and you jusut need to head to the opposite side of the trail to reach the Pale Pass.

Midway through the trail you'll get a notification that you've reached the skeleton of the messenger who owns the Akaviri Diary. Make sure to grab the Akaviri Orders from the skeleton to avoid having to fight the boss at Fort Pale Pass.
Note: Although the notification says that the skeleton is holdding the oders in its hand, the Akaviri Orders are actually underneath the skeleton's ribcage. You may need to pick up and move the skeleton to grab the orders.

Pale Pass is a relatively open and large mountain pass with a lot of ogres so be ready for a fight. Follow the path northeast from the starting area until you reach the ruins of a fort and look for the entrance called Mouth of the Serpent to enter Fort Pale Pass.

As soon as you enter For Pale Pass, you'll get a notification telling you to look for the Akaviri Commander. Mishaxhi is located in the Venom of the Serpent part of the Fort Pale Pass and you'll need to go through several areas within the fort to reach him.
Note: Fort Pale Pass has several traps in each of its zones so you'll need to pay attention where you walk to avoid activating the traps. It's a good idea to bring several Potion of Health or Restoration Spells before heading in the fort.

Mouth of the Serpent is the area where you start as you enter Fort Pale Pass and has several patrolling Undead Akaviri Soldiers. Follow the path north to reach the doors heading to the Eyes of the Serpent Zone.

Eyes of the Serpent has several more patrolling Undead Akaviri Soldiers but is a fairly linear location with two exits, both leading to the next area Fangs of the Serpent.

Fangs of the Serpent is a relatively large area and other doors leading to the previous zone, but your main goal is to reach the north door on the other side of the large pit which leads to the Venom of the Serpent zone.
You need to lower the drawbridge to access the opposite area to reach the northern door to the next area.

Akaviri Commander Mishaxhi is located just up ahead as you enter the Venom of the Serpent zone. Speak with him and he'll talk to you as if you were the messenger.
Choose to give him the Akaviri Orders so that he peacefully passes. A door will open behind him leading to a small altar where you can loot the Draconian Madstone from.
Note: Giving Mishaxhi the Akaviri Orders will cause all remaining Undead Akaviri Soldiers to die and they will not respawn if you decide to enter the fort later.

Return to Countess Narina Carvain in Bruma Castle and give her the Draconian Madstone. She'll give you the Ring of the Vipereye in return, which completes the quest.
Completing the quest rewards you with the Ring of the Vipereye.
Completing the quest also allows you start the unlisted quest A Ring of Keys.
