The Confront the King quest is located at the Arcane University. Speak with Hannibal Travern to start the quest.

Speak with Hannibal Travern at the Arcane University
Speak with Hannibal Travern at the Arcane University. Choose the Tasks and I'm ready dialogue options to start the quest.
Hannibal Travern will mark the next location at Echo Cave and cast a soul trap and fire damage to himself. Loot his corpse to get the Filled Black Soul Gem.
Head to Echo Cave

Travel to Echo Cave north of the Imperial City and west of Bruma. Kill the necromancer named Bolor Savel at the entrance and loot the Echo Cave Key from his corpse to enter the cave.
Find Mannimarco in the Cave
The Echo Cave has a linear map layout, so use the compass and follow the direction of the waypoint. Defeat the necromancers and undead at each room and reach the third zone of the cave, the Necromancer's Chamber.
Defeat Mannimarco
Find Mannimarco in the middle island that has fire cauldrons. Bone railings will pop up and surround the area as you approach him. Mannimarco will cast a paralyzing spell on you before entering a conversation.
Regardless of which dialogue option to choose ("I'll never help you!" or "I'll serve you if you spare me"), he becomes hostile and attacks at the end of the conversation. Kill him and the undead enemies that he summons to progress the quest.
Return to Arcane University
Return to Arcane University and speak with Raminus Polus to complete the quest.
Confront the King Rewards
Arch-Mage Rank and Staff of Worms
You will get promoted as Arch-Mage upon completion of this quest. In addition, you will also receive the Staff of Worms.
