The Colovian Highlands
Untaxing the Poor is located in The Colovian Highlands. You will first need to complete the Untaxing the Poor quest and collect 100 gold worth of stolen items in order to unlock this quest.
From there, talk to Armand Christophe and inquire him about the details of the quest.

The Elven Maiden Walkthrough
Talk to Armand Christophe
Talk to Armand Christophe at the Colovian Highlands. You will be asked to obtain Llathasa's Bust, modeled after the recently slain Countess of Cheydinhal . The bust will be located in the Cheydinhal.
Travel to Cheydinhal and Talk to Luckless Lucina
Once you've arrived at Cheydinhal, interact with Luckless Lucina to learn of the whereabouts of the bust. Do note that she will need to have a high disposition towards you so she will share what she knows.
If not, you can play the Persuasion Wheel minigame so that you can peruade her more and earn her trust.
Head to the Great Chapel of Arkay
Head southwest to the area until you've reached the entrance of the Great Chapel of Arkay. Enter the chapel, and proceed down the stairs that lead to the undercroft.
Proceed Down the Undercroft
Once you've reached the area below the stairs, picklock the entrance so that you can access the chapel's undercroft. If you have the Skeleton Key or some lockpicks to spare, then use them to avoid the lockpicking process.

Take Llathasa's Bust
Once inside the undercroft, proceed southwest of the area until you've reached Llathasa's tomb. From there, take Llathasa's Bust and head back to the Imperial City Waterfront.
Avoid Looting Items From Llathasa's Tomb
It is recommended that you avoid looting the items from inside Llathasa's tomb, as her ghostly presence will haunt and attack you.
Head to the Imperial City Waterfront
After you've returned to the waterfront, you'll be given an update regarding your quest that informs you of Armand's disappearance and that the Waterfront is being overrun by the Imperial Watch.
Head towards Methredhel's House to learn more about the details involving the circumstances of the quest.
Proceed to Methredhel's House
Head inside Methredhel's house and talk with her. She'll tell you that Armand is in hiding and that the traitorous informant in the Thieve Guild is none other than Myvryna Arano.
Methredhel will tell you that the bust will need to be placed on Myvryna's cupboard so that she'll be neutralized by the Imperial watch.

It is advised that you use an Illusion spell that will render you invisible and help you remain undetected to the guards roaming outside the waterfront.
Once you've reached Myvryna's house and lockpicked your way inside, interact with her cupboard so that Llathasa's Bust can be placed inside it.
Tell Hieronymus Lex of the Bust's Location
Head outside and interact with Hieronymus Lex to inform him about the whereabouts of the bust. Lex will need to have a high disposition towards you so that he will believe you of Myvryna's crimes.
Play the Persuasion Wheel minigame so that you can earn his trust and make him believe in your accounts involving Myvryna's crimes.
Follow Lex Inside Myvryna's House
Follow Hieronymus Lex as he heads inside Myvryna's house to confront her about the bust and her alleged part in the crime. After the conversation concludes, you can now return to Armand.
Return to Armand Christophe
Wait for Armand at his usual hiding spot until around midnight so that you can discuss your rewards for completing the quest.

100 Gold and Promotion to New Guild Rank
You will be given 100 Gold and a promotion to a new guild rank once you've completed The Elven Maiden quest from Armand.
