Obtained During When the Vow Breaks
If you want the Rockshatter mace, you can get it during the quest When the Vow Breaks. You start the quest by talking to Maeva the Buxom located at Whitmond, just north of Anvil, and you'll get the mace after killing Bjalfi the Contemptible at Fort Strand.
However, if you complete the quest by giving Rockshatter back to Maeva, she will take it from you and you can't get it back unless you kill her and loot if off her corpse.
