Complete the Sheogorath Daedric Quest
To get the warhammer Volendrung, you will need to complete the Daedric quest from Malacath. The quest starts at Malacath's Shrine located north of Anvil, northeast of Kvatch.
You need to offer Troll Fat then you must Liberate the Ogres at Bleak Mine, located southeast of Malacath's Shrine.
