Complete Mephala's Daedric Quest
To get the Ebony Blade, you'll need to head over to Mephala's Shrine (located to the north of the Imperial City) and complete Mephala's Daedric Quest.
In order to start the quest, you'll need to be at least level 15 and have a Nightshade in your inventory. Make sure to prepare before starting the quest since it involves stealing from and murdering some villagers.
