You can get an Elsurge by opening the north-eastern chest on the battlefield in Chapter 9.
Chapter 9: A Clash of Forces Walkthrough
Elsurge can be bought from the Armory at the Somniel for 2,500G from Chapter 12 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.

This weapon can sometimes be obtained by defeating enemy units with a green item icon in battles and skirmishes. When defeated, these units drop valuable items so always be on the lookout for them.
