You can get a Surge during the Budding Talent paralogue which unlocks upon reaching Chapter 6. Based on our gameplay, you can get the weapon by making sure that none or a maximum of one villager dies from the hands of the corrupted.
Assign Emblem Sigurd to a cavalry unit like Alfred or Vander and have them take down enemies before they get to the villagers.

Surge can be bought from the Armory at the Somniel for 1,500G from Chapter 4 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.

This weapon can sometimes be obtained by defeating enemy units with a green item icon in battles and skirmishes. When defeated, these units drop valuable items so always be on the lookout for them.

I have tested this. The Surge is obtainable even if villagers die. The Surge is obtainable even if the son, Jean, dies.
