You can get a Steel Blade by defeating the Elusian Solder in the stairs leading to the central circular room during the battle in Chapter 14.

Steel Blade can be bought from the Armory at the Somniel for 3,000G from Chapter 18 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.
