Wo Dao can be bought from the Armory at the Somniel for 2,500G from Chapter 4 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.

You can also get a Wo Dao for free after leveling up Brodia to Lvl 3 via the bulletin board in Cafe Terrace. You'll need a total of 10,000G worth of donations to do this, so make sure to stock up on gold!
Aside from Wo Dao, there are plenty of other rewards thay you can get when you donate money to the 4 Kingdoms of Elyos.

Good for Celine. Wo Dao might be much worse than Killer Edge in this game, but some units have an abysmal build stat. Celine as Vidame is a good example, but there are other examples like her.
