Steel Lance can be bought from the Armory at the Somniel for 2,000G from Chapter 9 onwards. The stronger the weapon you want to buy, the more expensive it is so make sure you have enough money to buy each of your ally a strong weapon.

You can get a Steel Lance for free after leveling up Firene to Lvl 3 via the bulletin board in Cafe Terrace. You'll need a total of 10,000G worth of donations to do this, so make sure to stock up on gold!
