Obtain a Recover in Chapter 16
You can obtain a regular Recover in Chapter 16 by visitng the northern house.

Raise Bond Level with Emblem Celica to Level 10
Get Recover by raising a unit's bond with Emblem Celica to Level 10. You can do this by having your desired unit engage in Bond Conversations and Emblem Training at the Arena in the Somniel with Emblem Celica.
Your unit whose Bond Level has reached Level 10 with Emblem Celica can now use Recover.
