You will encounter Kyogre when you're progressing the main storyline for Withered Wasteland. After the encounter, you will likely encounter Kyogre for the second time in either Withered Wasteland or Palette Town. |

You will encounter Raikou when you're progressing the main storyline for Bleak Beach. After the encounter, you will likely meet Raikou again on a Dream Island that can be unlocked using a Pikachu Doll. |

You can encounter and befriend Zapdos by acquiring the Abandoned Power Plant kit and building the structure itself in Palette Town. |

You can encounter and befriend Ho-oh by collecting all three Legendary Dogs and acquiring the Transparent Bell item to summon it. |

Kyogre can be first encountered by completing the main story quest in the Withered Wasteland.
After the first interaction, Kyogre can be randomly encountered after receiving the You sense a large presence coming from the ocean prompt, where you can interact with Kyogre again.

Raikou can be first encountered by completing the main story quest in the Bleak Bleach. Once you've encountered Raikou in the main story, you can try visiting the Dream Island that needs a Pikachu Doll for it to be unlocked.

Entei can be randomly encountered when visiting the Dream Island that unlocks when using an Arcanine Doll.

Suicune can be randomly encountered when visiting the Dream Island that unlocks when using an Eevee Doll.

Volcanion can be first encountered by completing the main story quest in the Rocky Ridges. Volcanion can be invited by throwing a second party, and using Fireworks to make Volcanion appear again.

It is recommended that you acquire the corresponding Building Kit listed above for each Legendary Bird so that you can encounter and befriend them in the game.

Mewtwo can be first encountered by completing the main story quest in the Sparkling Skylands. Once you've encountered Mewtwo in the main story, you can try visiting the Dream Island that needs a Dragonite Doll for it to be unlocked.

Mew can be encountered and befriended after you've collected 27 types of Mysterious Slates and stick them on a wall at Withered Wasteland.

Both Lugia and Ho-oh appear in Pokemon Pokopia, but they cannot be encountered or befriended throughout your progression. Instead, the two Legendary Pokemon drop rare items such as the Rainbow Feather and Silver Feather.

One of the ways you can use to befriend Legendary Pokemon is to encounter them in Dream Islands. You can first gain access to Dream Islands by completing the request from Drifloon in the Withered Wasteland.
Once you've completed its request, you can give dolls to Drifloon so that you can travel to Dream Islands. Do note that the islands you'll visit will depend entirely on the dolls you'll give to Drifloon.

Progress the main story to encounter Legendary Pokemon. After meeting them in the main story, visit Dream Islands so that you can encounter them again and interact with them.
Do note that there are other Legendary Pokemon that you can encounter without first meeting them during the main story.

Once you've gained access to Dream Islands and encountered some Legendary Pokemon during the main story, you will need to interact with them on the Dream Island they are currently dwelling on.
From there, ask them to follow you so that you can have the Legendary Pokemon accompany you on your own island.

Some Pokemon like Moltres, Articuno, Zapdos, and Mewtwo will require you to use building kits so that you can build the structures of which they will use as a sort of habitat. Make sure to use these building kits to encounter these Legendary Pokemon.

One of the advantages of having a Legendary Pokemon settled in an environment is that they provide a huge boost of EXP gained when leveling up environmental levels, so make sure to befriend Legendary Pokemon when you get a chance.
