To make a hot spring, Ditto will need to be able to hold hot-spring water in its mouth. To do this, it will need to learn the move Suck.
To do this, you will need to trigger the Make a waterfall request and befriend Paldean Wooper.
How to Learn Suck to Move Water

In order to prevent flooding, you must create an area for your hot spring pool. You may create this area with blocks that you have, or destroying existing blocks with Rock Smash.

Drinking Roserade tea will fill Ditto with hot-spring water that you can spit out. You may obtain Roserade Tea from any powered Vending Machine.
Keep in mind that each vending machine will only give you one random drink per day. If you do not get any Roserade Tea, you may wait until the next day or time travel in order to try again.

You may get hot-spring water from natural hot springs in your world. You can find them in the caves in the west area of Rocky Ridges.
You are required to visit this area and meet Torkoal to complete the Rocky Ridges storyline.

Once Ditto has hot-spring water in its mouth, make it walk to the pool you have created. After aiming at the correct spot, press the A button to spit the water out and create a hot spring. You may also aim at a spot with higher elevation in order to create a waterfall.
Keep in mind that you can only transfer the water you have sucked onto an area within the same biome. You will not have access to the menus or button controls required to travel to another biome.

You may create your own hot springs in order to create certain habitats. It will be useful whenever you do not have space beside the natural hot springs anymore.

Torchic will give you a request that requires you to make a Hot-spring shower habitat in Bleak Beach. Creating a hot spring in this biome will be required to complete this request.
