You will need to visit a Dream Island that unlocks from using an Arcanine Doll in order to randomly encounter Entei in the game.
You Can Encounter Entei More Likely in Small Rooms With Different Walls
Entei is more likely to appear in small rooms that have walls differing from the surrounding materials that they are currently embedded on.
Acquiring All Three Legendary Dogs Can Get You the Transparent Bell to Summon Ho-oh
After you've registered Raikou, Entei, and Suicune in your Pokedex, you can earn the recipe for the Transparent Bell that enables you to summon Ho-oh.
