The simplest way to increase a Pokemon's comfort level is to add furniture and decorations to its habitat. If the Pokemon likes these additions, its comfort level has a good chance of increasing.
However, a Pokemon's comfort level may not be able to increase by much if decorating its original habitat, since you're limited by the space.
Habitat Dex: How to Build Every Type of Habitat

A Pokemon's comfort level increases faster once they move out of their original habitat and into a house of their own.
A house also tends to have more room for you to add decorations and allows you to better customize it to the liking of a particular Pokemon.

Pokemon have specific favorites and ideal habitats that can be seen from the Pokedex. Decorate their homes with items that suit their preferences for a better chance of increasing their comfort level.

You can talk to a Pokemon and ask, "How's your comfort level?" This allows you to see what their current comfort level is and get hints on what you can do to improve their habitat.

Completing requests, which are side quests from Pokemon you have befriended, will also raise the comfort level of the requesters.

These tiers are organized from lowest to highest.
Four comfort levels, ranging from No home to Nice, were shown off in the Nintendo Treehouse presentation for Pokopia. Upon getting a more suitable home, a Pokemon's comfort level can go up a tier.
It's possible that there are more comfort levels available in the full game. This table will be updated once more information is available.

You can easily check the comfort level of any Pokemon by going up to them and asking, "How's your comfort level?" This is a good way to check the comfort level of an individual Pokemon.
However, if you want to see the comfort levels of multiple Pokemon at a time, there is another, more efficient method.

If you want to check the comfort levels of all the Pokemon in an area at once, it's best to do so from the Environment Level details screen, which can be accessed from the Pokemon Center PC.

A Pokemon's comfort level lets you know how much they like their current home. If their comfort level is low, that's a sign for you to add more decorations to their habitat or transfer them to a new home.

The combined comfort levels of all your Pokemon affect the Environment Level of your current area. The more comfortable Pokemon you have, the higher your Environment Level.
It is currently unknown what Environment Level affects, but it's possible that getting to higher levels unlocks new features, new items, and maybe even new areas.
