You can activate the waterwheel in Withered Wasteland by spitting out liquid in the waterwheel pit using the move Suck in Pokemon Pokopia. Read on to learn how to activate the Withered Wasteland waterwheel and the benefits of doing so.

To activate the waterwheel, Ditto will need to be able to hold water in its mouth. To do this, it will need to learn the move Suck.
To do this, you will need to trigger the Make a waterfall request and befriend Paldean Wooper.
How to Learn Suck to Move Water

To get water, you may suck any body of water in the Withered Wasteland area. It is best that you suck water from a waterfall so that the water flows again instead of leaving an empty block.
Alternatively, you may use a drink such as Fresh Water in order to suck some liquids. You may obtain drinks by interacting with any powered vending machine once a day.

Once Ditto has water in its mouth, you may spit it onto an elevated block near the waterwheel. This will create a waterfall that flows from that area onto the pit where the waterwheel is.
Once the water flows into the pit, the waterwheel will activate.

You may place utility poles in order to power items that need electricity. You may do this by creating a line that connects from an item to the waterwheel.
You can tell a utility pole is connected to the waterwheel if it lights up once you've set it in place.
How to Get Electricity to Power Your Island

If you have created a waterfall near the waterwheel, it will create the waterwheel spot habitat. This can spawn either Prinplup or Empoleon.
If you do not have either of these Pokemon yet, creating this habitat will get you closer to filling up your Pokedex.
