If you're playing in single mode, Bulbasaur speeds up whenever an exclamation point appears over their head and makes the rope go faster.
If Bulbasaur starts to sweat, the rope will slow down. This makes it tricky during the later jumps as you lose your momentum.

If you're playing in multiplayer, if you get out early, you can change the speed of the jump rope while your friend is still on it. Press A to speed it up, and B to slow it down.
After Bulbasaur speeds up the rope, you can immediately slow it down to make it easier to get a high score.
The jump rope has a particular rhythm that it follows. When you hear the whip sound of the vine, that's a sign that you should jump. Focusing on the sound could help you with your jumps when Bulbasaur speeds up.

A good tell on when to jump is when you see the jump rope align at the bottom of the door of the Pokemon Center. While playing, the movement will be quick, but having a spot to focus on will help in timing your jumps.
