How to Get Ho-oh

Use Transparent Bell When Ho-oh Roams the Sky

Ho-oh Transparent Bell

You can use the Transparent Bell to summon Ho-oh to your location once you've seen the Legendary Pokemon roaming the sky. From there, a cutscene will play out which will result to Ho-oh being registered to your Pokedex.

Do note that you can only befriend and register Ho-oh at this point, but you will not be able to bring the Legendary Pokemon into your habitat.
