Vine rope can be picked up while exploring Withered Wasteland. This is the starting area of the game, so you will have access to it right away.

You can usually find vine ropes on the ground near tree-shaded tall grass habitats.

Use Cut on Vines
You can also obtain vine ropes by first using Water Gun on hanging vines to hydrate them, then using Cut to chop them down. However, do keep in mind that some of these vines can be climbed to reach certain areas.
