You may craft road blocks using any workbench placed in the overworld. If you do not have the recipe for a certain road block, it may be available to buy in the PC Shop.
You may tab over to the Blocks category on the crafting screen and scroll through your available recipes that are marked as road blocks. Stairs also count as road blocks, so you may also want to take a look at the Buildings category for more options.
Once you have the required materials, you can craft the number of road blocks that you might need.
Crafting Guide: How to Craft Items

You may break existing road blocks in order to put them in your inventory. Some blocks may not give you the block itself, but materials to build the very same block.
To break blocks, you will need to unlock Rock Smash. To learn this move, you will need to befriend Hitmonchan first.

You will not need to break stairs in order to put them in your inventory. Simply approach them and press the Y button to obtain one block's worth of stairs.

Once you have enough road blocks in your inventory, you may start placing blocks in the overworld. You may need to destroy some existing blocks in order to build roads in the correct places.

Pokemon tend to prefer walking on roads, and it makes them travel farther and faster as well.
This may be useful for quests such as Find Slowpoke, where you will have to create paths for Pokemon to travel to a designated area.
