How to Get Raikou
You Can First Encounter Raikou on Bleak Beach
Raikou can be first encountered as part of the main story quest that you'll progress in Bleak Beach. Do note that you will only be able to register Raikou in your Pokedex, meaning that you will need to have another encounter with Raikou later on.
Visit a Dream Island Using the Pikachu Doll
Once you've encountered Raikou in the story, you will need to visit a Dream Island that unlocks from using a Pikachu Doll in order to encounter the Legendary Pokemon again.
You Can Encounter Raikou More Likely in Small Rooms With Different Walls
Raikou is more likely to appear in small rooms that have walls differing from the surrounding materials that they are currently embedded on.
Acquiring All Three Legendary Dogs Can Get You the Transparent Bell to Summon Ho-oh
After you've registered Raikou, Entei, and Suicune in your Pokedex, you can earn the recipe for the Transparent Bell that enables you to summon Ho-oh.
