How to Get Lugia
Use Sea Bell When Lugia Roams the Sky
You can use the Sea Bell to summon Lugia to your location once you've seen the Legendary Pokemon roaming the sky. From there, a cutscene will play out which will result to Lugia being registered to your Pokedex.
Do note that you can only befriend and register Lugia at this point, but you will not be able to bring the Legendary Pokemon into your habitat.

The Sea Bell recipe can be claimed once you've registered Articuno, Zapdos, and Moltres in your Pokedex.
Lugia Drops the Silver Feather Item
Lugia drops a unique and rare item called the Silver Feather, which players can acquire by checking for any thinly-formed tornadoes that appear in any nearby area where Lugia has flown.
